Women’s Empowerment Unit

About the Unit:
Due to the importance of developing inspiring female leaders in higher education, participation in the decision-making process, and permanent and effective presence in committees and leadership positions, the Ministry has adopted programs related to women’s empowerment in cooperation with Iraqi universities and international organizations, where the Women’s Empowerment Department was established in the Ministry of Higher Education and Scientific Research according to Ministerial Order No. (14) issued on 5/1/2021 to follow up the implementation of UN Security Council Resolution (1325), and a unit for women’s empowerment was established in all universities and formations associated with the Ministry according to the ministerial order numbered 479 on 6/7/2021.
Unit Vision:
Empowering women to be key actors in achieving sustainable development in a country that guarantees them all their constitutional rights, making them capable of dealing with challenges, enhancing their role in all fields, achieving full protection for them, and guaranteeing them – without any discrimination – economic, social and political opportunities that enable them to upgrade their capabilities to raise the status of the country.
Unit Mission:
Providing women with adequate knowledge, developing their skills to be important  community players and efficient effective leaders who participate in decision-making and influence its formulation and activation strategically, in order to meet the needs of the country in the current and future stage.
Unit Objectives:
  • Work to increase the percentage of women leaders in the Ministry of Higher Education by highlighting women’s competencies and achievements.
  • Developing the scientific capabilities of women in higher education by working to facilitate and support their participation in local and international conferences.
  • Enhancing women’s participation in economic development by supporting entrepreneurial projects and technological incubators.
  • Obtain the support of the international community and local and international organizations to contribute to the implementation of United Nations resolutions on women.
  • Increasing community awareness of the status of women and their rights and combating violence by holding more courses and conducting research with specialized centers.
  • Improving the image of women in the media in all its visual, audio and print forms.
  • Honoring creative and distinguished Iraqi women in their field of specialization through creative awards or making documentary films about their achievements.
  • Supporting young female researchers who carry out distinguished research at an early age at the doctoral stage according to specialized committees that select distinguished works for the purpose of supporting them.
  • Work on integrating the concept of gender equality into the Ministry’s plans and programs.
Unit Strategy:
Affirming the commitment of the Ministry and universities to women’s rights and their implementation in accordance with what was approved by national charters, foremost of which is the Constitution, and the international conventions, charters and declarations to which Iraq is committed, through the following axes:
  • Empowering women’s leadership and enhancing their leadership roles by stimulating participation in leadership positions in the ministry, universities and abroad, preparing them to succeed in these positions, and preventing discrimination against women.
  • Protecting women by eliminating negative phenomena that threaten their lives, safety and dignity, and prevent them from effective participation in all fields, including violence against women, and protecting them from environmental hazards that may negatively affect them socially or economically.
  • Women’s social empowerment by creating opportunities for greater social participation of women and expanding their capacities for choice, and preventing practices that discriminate against or harm women, whether in the public or private sphere.
  • Obtain the support of the international community and local and international organizations to contribute to the implementation of United Nations resolutions on women.
  • Increasing community awareness of the status of women and their rights and combating violence by holding more courses and conducting research with specialized centers.
  • Women’s economic empowerment through the development of women’s capabilities to expand their employment options, increase their participation in the labor force, and achieve equal opportunities in the employment of women in all sectors, in entrepreneurship, and in holding positions in public bodies and private companies.
